66th years of independence, 21st Century, large scale construction & development, political instability in the state, dreams and aspiration of the people, Issues of identity and among these, the screams of  thousands of- “Damini” being  sexually abused per year, adolescents girls trafficked to metropolitan cities, helpless women identified at Witches, victims of domestic violence have become permanent features of the state. But in the patriarchal Society the voices related to violence and discrimination against women almost remain unheard. CSS along with other likeminded Organizations have been trying to reduce discrimination against women and making the society little safer for them. During the year the National incidences had also its trickle down effects in the state and it boosted our efforts. Government also took some initiatives. But those were inadequate and insignificant. The discrimination against women can’t be reduced by one or two symbolic efforts. It requires sincere, all round continuous efforts. We have some reasons for satisfaction as we have been able to check the discrimination against women to some extent in our project areas. The increment in reporting of the cases of minor violence and discrimination reflects that the Silence on the name of fate has been broken. Significant decrease in the incidences of major violence and abuses against women also indicates that we are in the right direction. However pace of our journey is in the slower side, mainly due to the dearth of support system. Hope we will be able to bring smiles on more faces in spite of our limited reach and resources along with pressurizing the government to improve support system.

This year Central and State Government made sincere efforts to finalize Polices for protecting women from sexual offence, Combating trafficking of women and children, Early Childhood Care and Development etc.. We are proud that we contributed significantly in these processes. Our efforts finally took shape and “ Jharkhand State Disability Policy” was finally approved. We also contributed significantly in finalizing state Plan of Action for the Children.

Combating Gender discrimination & Gender based Violence, Rehabilitation of Persons with disability, Education, Child Right and Child Protection, Agriculture, Livelihood, etc. remained our core thematic issues during the year too. Support of the new organizations like CBM, Social Welfare Directorate and continuation of support of almost all previous donors helped us to help the people in effective way. During the year we also became partner of the “Forum to Engage Men” for Responsible Fatherhood Campaign and joined One Billion Rising Campaign to end violence against women.

We continued our advocacy for State Policy for women, notification of Service providers under PWDV Act, amendment in the “Witch Craft Prevention Act” and implementation of the Acts and schemes related to Women and Children. This year too we conducted number of activities as per the need and demand of the community besides the financially supported projects.  I applause the efforts of the Team of CSS and extend my gratitude to Community. Govt. Agencies, Donors and well wishers of the Organization for their support and Guidance.
